Hamtramck Councilman Caught on Video in Ballot Stuffing Scandal in Michigan

In a shocking turn of events in Hamtramck, Michigan, City Councilman Abu Musa, a Democrat, has been caught on surveillance video allegedly stuffing absentee ballots into a city drop box.

This marks the second incident involving Musa, raising serious questions about election integrity in the small Michigan city. Musa won his re-election bid on August 5, 2025, by a narrow margin of 76 votes, prompting scrutiny over his actions.

The incidents occurred just days before the August 2025 primary election. On August 1, 2025, surveillance footage captured a black pickup truck pulling up to a ballot drop box at Hamtramck City Hall in the middle of the night.

In the first clip, Musa, seated in the back, was seen with two other men. The driver is shown forcefully depositing multiple bundles of absentee ballots into the drop box.

Four days later, a second video showed Musa in a different car, handing large stacks of ballots to the driver, who then placed them in the same drop box.

Musa’s re-election victory was tight, with 1,129 total votes, of which 843 were absentee ballots and only 286 were cast on election day. The close margin of 76 votes has fueled speculation about the impact of the alleged ballot stuffing.

Who is Abu Musa?

Abu Musa is a member of the Hamtramck City Council, serving a community known for its diverse population and tight-knit neighborhoods.

He has been under investigation not only for election-related issues but also for questions about whether he resides in Hamtramck, as required for council members. Despite these allegations, Musa has denied any wrongdoing.

How Many Ballots Were Involved?

The exact number of ballots Musa allegedly deposited is unclear, as the footage shows “large stacks” or “bundles” but does not specify a count.

Michigan law allows individuals to return absentee ballots for immediate family members or household members, but there’s no evidence yet confirming whose ballots Musa was handling or whether they met these legal requirements.

The videos show Musa accompanied by at least one other individual, the driver, who deposited the ballots.

A second clip indicates a third person was present in the first incident. The identities of these individuals have not been publicly disclosed, and it remains unclear whether they are also under investigation.

This is the second known incident involving Musa, suggesting a pattern of questionable behavior.

The first video surfaced from August 1, 2025, and the second from August 5, 2025, just before the primary.

Authorities have not confirmed additional incidents, but over 800 hours of surveillance footage obtained through a Freedom of Information Act request are being reviewed for further evidence.

The motive behind the alleged ballot stuffing remains speculative, but the close election result—76 votes—has led many to question whether these actions influenced the outcome.

Michigan State Police are investigating, with findings expected to be sent to prosecutors soon.

Is Abu Musa Being Charged?

As of August 17, 2025, Abu Musa has not been formally charged in connection with the ballot drop box incidents.

However, Michigan State Police have authenticated the videos and are wrapping up their investigation into Musa and other council members for possible election fraud and residency violations.

A spokesperson for the police stated, “We expect to conclude the investigation in a few weeks,” indicating that charges could be forthcoming depending on the prosecutor’s review.

Musa was previously named in a 2023 election fraud investigation involving absentee ballots but was not charged in that case.

Currently, four of Hamtramck’s six city council members, including Musa, are under investigation for conspiracy and election fraud related to absentee ballots.

Where is Abu Musa Now, and Is He Still a Councilman?

Musa remains a member of the Hamtramck City Council, as no formal action has been taken to remove him pending the investigation’s outcome.

He was reportedly detained by federal agents outside a home in Arlington, Virginia, in connection with the residency probe, but his lawyer insists he is innocent.

Attempts to contact Musa via phone, email, and text have been unsuccessful, and his current whereabouts are not publicly confirmed.

The allegations against Musa come amid broader concerns about election integrity in Hamtramck.

Two other council members were recently arraigned on fraud charges related to absentee ballots from a 2023 investigation, pointing to ongoing issues in the city’s electoral process.

The city clerk had flagged unusual patterns, such as large bundles of ballots with similar handwriting, which mirrors the current case.

The situation has drawn national attention, especially given the razor-thin margin of Musa’s victory.
