Landmark Economic Agreement: U.S. Allegedly Gains Access to Ukraine’s Rich Rare Earth Minerals. A Deal has Been Made.

The United States and Ukraine have successfully negotiated an economic agreement that grants access to Ukraine’s rare earth minerals, as reported by three high-ranking Ukrainian officials on Tuesday (Aljazeera broadcast)

Olha Stefanishyna, Ukraine’s deputy prime minister and justice minister, stated on Monday February 24th that negotiations were on the works (Ukrinform.net)

On Tuesday, February 25th, in a statement to the Financial Times,  Stefanishyna, Ukraine’s deputy prime minister and justice minister, confirmed the deal, with President Volodymyr Zelensky’s office also validating this development.

Following discussions with President Trump, French President Macron expressed optimism regarding a possible ceasefire between Ukraine and Russia in the near future.

He stressed that any peace settlement should not equate to Ukraine’s capitulation and emphasized the importance of security guarantees.

Macron underscored the necessity for enhanced military support to Ukraine, mentioning that he had conversed with thirty leaders across Europe, many of whom expressed readiness to contribute to security assurances for Ukraine.

He noted that a key method of reaffirming U.S. commitment to Ukraine’s sovereignty could involve a mineral agreement.

Tensions have recently escalated between President Trump and Zelensky regarding the negotiations, yet Ukraine appears to have secured more favorable terms. Zelensky is expected to travel to Washington soon for a signing ceremony.

The finalized agreement, however, does not incorporate security guarantees from the U.S. and does away with previous American demands for a $500 billion claim on Ukraine’s natural resources.

Ownership arrangements will hinge on actual financial contributions, while revenue management will be collective, entitling a fund to receive fifty percent of profits from Ukraine’s resource-related sectors.

Previously, Zelensky had dismissed the U.S. proposal due to the absence of security assurances and objections to the repayment structure suggested, which required Ukraine to return two dollars for every dollar received in aid.

Promoting the deal as a means to fortify Ukraine’s economy while ensuring that the U.S. recoups the substantial resources allocated, Trump has pressed for a speedy conclusion to the negotiations.

Zelensky reiterated that any agreement concerning Ukraine’s natural resources must include explicit security guarantees from the United States.

He insisted that, in discussions about rare earth minerals, Ukraine seeks to be viewed as an equal partner instead of merely a debtor.

Since the onset of the conflict on February 24, 2022, Ukraine has demonstrated remarkable resilience amidst ongoing Russian aggression.

Supported by a coalition of allies, including the United States and European nations, Ukrainian forces have successfully expelled Russian troops from significant regions in northern Ukraine and have reclaimed substantial territory in the southern and northeastern parts of the country. 

As of February 24, the Ukrainian Commander-in-Chief General Oleksander Syrskyi announced that Ukrainian forces have regained over fifty percent of the territory previously under Russian control since the conflict erupted.

Despite steady advancements by Russian forces in eastern Ukraine driven by their manpower and material supremacy as well as delays in Western aid, Ukraine continues to enhance and innovate its military capabilities, striving for long-term self-sufficiency.
