Masked ICE Officers in Michigan: House Democrats Propose Bill to Ban Masks for Officers

On July 24, 2025, Michigan House Democrats introduced the “Justice Needs No Mask” bill (House Bill 4760) to ban masked and unidentified law enforcement officers, including Immigration and Customs Enforcement (ICE) agents, from operating in the state.

This bill aims to ensure transparency and public safety during federal immigration operations.

What Does the Bill Do?

The bill requires all law enforcement officers in Michigan, including ICE agents, to display their name or badge number and agency name when interacting with the public.

It bans non-medical face masks, like balaclavas, except for undercover work, hazardous conditions, or health reasons. Violators could face a misdemeanor, up to 90 days in jail, and a $1,000 fine.

Who Introduced The Bill?

State Representative Betsy Coffia (D-Traverse City) introduced the bill, joined by co-sponsors Stephanie Young (D-Detroit), Noah Arbit (D-West Bloomfield), and Carrie Rheingans (D-Ann Arbor).

Coffia, representing a district with many migrant farmworkers, cited fear caused by masked ICE agents during raids. She stated, “They are living in fear of being targeted by masked, unidentified armed men in unmarked vans. Justice needs to wear no mask in a free society.”

The bill responds to incidents of criminals impersonating ICE agents, including a Minnesota case where a masked individual posed as an officer to commit crimes.

The U.S. Government Accountability Office (GAO) has noted concerns about unclear identification in federal law enforcement, supporting the need for transparency GAO Report on Federal Law Enforcement, 2021.

Why Do ICE Agents Wear Masks?

Masks protect agents from harassment or threats. Democrats argue that masked agents create fear and erode trust.

How Can the Bill Pass?

To become law, the bill must:

  1. Pass a House committee review (challenging with a Republican-controlled House).
  2. Win a majority in the House (56/110 votes).
  3. Gain Senate approval (20/38 votes).
  4. Be signed by Governor Gretchen Whitmer, a Democrat likely to support it.

Why Is It Important?

The bill protects Michigan residents by ensuring they can identify legitimate officers, reducing risks of impersonation.

It aligns with national efforts like the federal “VISIBLE Act” and addresses concerns about ICE’s tactics, which some compare to “secret police” actions. If passed, it could inspire similar laws nationwide, promoting accountability.

The “Justice Needs No Mask” bill, led by Rep. Betsy Coffia, seeks to make law enforcement transparent and accountable in Michigan. While it faces hurdles in a divided legislature, it sparks an important conversation about balancing officer safety with public trust.
